New Carrollton loses the opportunity to become a professionally managed city

THE CITY DOES NOT DO ANY REAL PLANNING OR POLICIES AND PROCEDURES AND WILL NEVER SUCCEED WITHOUT THEM.

Good Government lost while GOOD WILL won and the city will be the biggest losers for many years to come. Scare tactics and whining won an election but no real goals and objectives or good plans have ever been discussed by the current Mayor to improve the functioning of the city as if everything is okay but it is not .Wildoner was ready to hit the ground running with a better and more competent lawyer,an economic development/advisory planning board chairman,, a contracted staff position to enhance revenue, and an open and tranparent government proposal to put us on the map at the National level. A City will live and die by their voting choices and it's clear there is no tranparency in our city government because the residents do not understand much about the reserves especially when the Gazette provides a number that is totally ludicrous and $3.7million higher than the real number.This could be my last election because there were 25 people that ask me to run and 90% of 200 houses gave me positive reasons to run but when it is all said and done there was more said than done because they did not show on voting day.The resident/voters should feel sorry for their city and not who they are voting for. Sorrow should play no role in determining or electing a leader for any endeavor in life. We are stuck with autocratic government for two more years which means no transparency and wasting of tax payer reserves and dollars which does not seem to phase the 336 voters that voted for more of the same old social club. I thought we had people interested in DEMOCRATIC Government but that is not so in New Carrollton. We have council members that do not read or understand an issue but vote for it because they FEEL like it not because it is a good resolution for the residents of the city.IT WILL BE A VERY SAD FUTURE FOR NEW CARROLLTON because the Mayor's  personal interest is placed higher than real good professional decisions for the city of 12,000+ residents. I am 6 years older than the current mayor when he first took office and more educated than our current Mayor and he was not retired when he started in his 50's  therefore retirement and time should not make any difference but capabilityand professional network should be higher up the ladder than wasting time in the city office. Less than
 8 % of the voters came out and less than 6 % sanctioned the continued erosion of our city that will be born by 100% of the residents. There were voting issues and irregularities and no provisional ballots for a former soldier that fought in IRAQ and a candidates daughter & mother that have lived in the city for 50years  to name a few.When you lose real opportunities like our city has then you did not vote for the betterment of the city but for the uncomfortableness that a politician made you go through without any real justification but just remember this time will never happen again and resources may not ever be available in the future like they are now to implement CORE initiatives.The City of New Carrollton lost great opportunities not Jim Wildoner to never be regained by anyone,anywhere at anytime.. This was not about Jim Wildoner but a true City loss.

Wildoner for Mayor Budget

Jim Wildoner's budget will fund bonuses after January 1,2013 for all the employees,a new/consolidated staff position in the Mayor's office,more operating reserves,more training to improve employee productivity,efficiency, and effectiveness,a possible deferral of all capital expenditures  unless the city can not operate without them. The proposed FY2013 budget is balanced by using most of the cities reserves(savings) which take a real long time to build up but may be a year or so to deplete.The end result of spending all or most of the city's savings will be reduction in overall services and a tax hike in the near future but not in an election year.  In addition,the proposed budget violates the  charter because the format for the budget is not followed. This is form over substance but it is suggested in the city charter under budget format.The city's total funds balance is
 $ 5 million of which only "$2.4 million or so"are undesignated reserves which means taking a prior year surplus of "$1.25million in 2013"will leave about $1.15 million in real reserves. In addition,the only revenue that the city is sure of with the Metroview project is $22,000 for 30 years on the underassessed 17 acres of property while similar properties in Prince Georges have assessments for over $8million which would give the city a whopping $40,000 a year.(The Gazettte stating of $5 million in reserves is the Fund balance total not the cities reserves.I faxed the balance sheet for 3/31/2012 to Ginny of the Gazette and told her the unreserved fund balance was $1,699,579 that is far from a $5 million figure used to deceive the voters in her article.Our fund balance is $5,452,712 .She was advised of this information prior to article generation and was sent the balance sheet data..)I was instrumental in getting the council to  vote on setting aside .05 per $100 of real property taxes to build up the reserves and I can assure the VOTERS ,the city does not have that kind of money in  reserves mentioned by the Gazette.

A Chairperson will be appointed on May 8th to handle Advisory Planning Board/ Economic Development issues and proposals which will enable the council to have more financing and development options other than what our paid financial advisor said was the "last resort option" of a TIF for 30 years at 7% which would equal according to the developers proposal a total principal and interest of  $133 million.

In addition,for those of you that did not attend the candidates night I was in a division of a Fortune 50 corporation with over 300 employees and had Executive authority over Finance,Administration
,Contracts,Subcontracts,Purchasing,Human Resources,Payroll,Facilities Management and Marketing. One of my former superiors was Frank Gaudette who eventually became Chief Financial Officer of MICROSOFT.

METROVIEW PROJECT

The City has been working with the Metroview Project since 2001 and in 2006 a resolution to continue work on the project was issued by the council but no reports ever came from the Mayor or the Administration regarding the criteria on what a good development/good economic development for the city would be but on January 27th ,2012 our administration fowarded a 63 page document of the developers TIF plan. A TIF helps a developer without money,the bond holders,and MNCPPC but the city is the biggest loser here. No other financial alternatives were presented by the Mayor or the Administration as if the TIF was the only way to finance this project. During Presidents Day weekend. I was able to find a grant application for a TIGER grant and the pre-application was due on February 20th: therefore, I submitted it for $65 million. I've spent a lot of time looking for alternate financing which our Mayor and Administration refused to do because  they want to waste future tax payer dollars to buid up their egos but they do not have the professional expertise,training or experience to reel in big fish or negotiate anything substantial that will be beneficial to all the people within the city. Our TIF financial advisor stated that TIF was a last resort financing technique and was used to subsidize developers without the wherewithal to acquire financing.

The CITY has no real plan at this time and we are being pushed to spend $133 million without a really qualified economic development plan for our city. According to the Mayor on March 7th, there have been no real  counteroffers from the city or concessions to the city that would even remotely make this development deal acceptable. The city should hold off till after the MAY 7th election,on May 8th I'll establish an Economic Development Committee to develop criteria for what good
development and good economic development is for the city of New Carrollton.
All the City Council has received from the Mayor and Administration is information produced by other consultants/vendors which is beneficial for them but our city staff/boards & committees have  produced  no real benefits  to the New Carrollton community or the people of the city.

VOTE TO WIN on May 7th and the cities future  will be in professional hands . Do not go with the biggest losers.It's funny how everybody else should have done something  earlier for the Administrations benefit but I have many questions outstanding that everybody refuses to address at all. They can do NOTHING and get compensated for it while we should have told them about it earlier. When we do tell them or ask questions.What do they do ?NOTHING.There is no real accountability or checks and balances exercised because of the misconception and exaggerated role of the strong mayor. Hostile retaliation is not my game but professional collaboration  and cooperation while serving the people.YOU can make this city a better place for everbody by VOTING to WIN whicn means Wildoner In Now !.Otherwise,we all are faced with being some of the biggest losers in the state of Maryland and possibly the country.

Cost COntainment & Revenue Enhancement to keep citizen taxes low

Open & Transparent Government proposal to serve the residents better

Restructure city government to addresss resident concerns

Enhance city government by staffing all resident  boards & committees

I will initiate these CORE elements  and work with the city staff to get a more effective, efficient  and professional government  by striving for the synergy needed to have a more sustainable,livable and revitalized community for the residents.I will provide the city council with the checks and balances and accountability measures that are needed to run a democratic city..There needs to be severe penalties for violating the charter..

CITY OF NEW CARROLLTON RECREATION FACILITIES RULES & REGULATIONS PENALIZE YOUTH SPORTS ORGANIZATIONS AND CREATE AN UNDESIRABLE ALL EMPLOYEE RECREATION BOARD

New Carrollton Residents please GOOGLE city of new carrollton recreation facilities rules and regulations or go to our city website. As Mayor ProTem, I asked several questions about these rules and was not able to comment at a workshop because the council thinks they can not review and revise an against the charter citizen advisory board.These rules penalize youth oranizations and are not very clear at all.For example, 1.All community based organizations do not pay application fees but this administration wants an application fee from the youth organizations.2. Item #3 an all employee recreation board(can not find any cities in our county that have such a board) is created but is not  in the spirit of our ciy charter which supports volunteer/resident board called "Field Facilities Use Board" that reports to the mayor. 3. Item #6 "City Located Youth Organization is not clearly defined but is listed under definitions. There needs to be criteria established What do you have to do and how do you become one ??? List only 1 while the city has more.4. Item #10 should be eliminated entirely because it is ambiguous and restrictive and there is not a definition.5.  Item #12since items #6 & #10 are not clearly defined then this makes no sense.(Organizations not incorporated within the city limits ???.) CITIZENS PAY $120,000 a month for General Adminstration. A States Attorney has deemed these rules and regulation to be in violation of Federal and State laws.
